Abstract:
This dataset depicts the polygon boundaries of the parcels of land within the Parish of East Baton Rouge, with the exception of those parcels that fall within the incorporated cities of Baker and Zachary. This data was derived from many sources and conveys the best currently (2004) available representation of the parcels and as such, the best currently available territorial bounds of the Parish of East Baton Rouge.
Purpose:
This dataset provides a representation of parcel polygons within East Baton Rouge Parish for the purposes of portraying nominal and statistical attributes for each parcel. Groups of parcels will compose subsets of other geospatial data.

The Lots of East Baton Rouge Parish were first digitized based on Lot and Block maps of Planning Commission and also based on 1996 Aerial Photography. Since then the lot dimensions are being updated based on field surveys performed by the Planning Commission on a timely basis. Also, the Lot layer is updated when a new subdivision or a resubdivision is approved.

Attribute Definition: ADDRESS_NUM stands for "Address Number" of the properties in respective lot.

This information was recorded during the field survey of the respective parcel. When an address was not found in the field, it was researched at the office. In such instances, GIS staff referred to the Polk City Directories for Baton Rouge, the Baton Rouge telephone book, maps that were provided by City-Parish Mapping and Housing Office, or the scanned subdivisions files provided by the Department of Public Works (DPW) Inspections. The Polk City Directories are a compilation of listings that provide information on various aspects of the Baton Rouge community. These directories were utilized to determine the address for a particular lot when such data was not available in the field.

BLK_NO stands for "Block Number". This number is used to distinguish between other blocks of lots with repeating parcel designations. A block is that number which is superimposed upon a cluster of parcels and is mainly found in older neighborhoods where there are many subdivisions abutting.

Also, when dealing with a parcel that was subdivided under an individual or corporation name, all of the information that appeared on the map preparation was written in this column.

Every parcel, or lot, of land within East Baton Rouge parish was depicted on a set of maps divided into blocks that are scaled to 1 inch: 400 feet. These "Lot and Block maps" graphically represent different sections of the parish and show the parcels contained therein. Each Lot and Block map is given a unique number. The field LOT_BLOCK represents the Lot and Block map numbers that represent the parcel.

PARCEL_ID is a 9 to 10 digit number that specifically identifies each individual parcel of land in East Baton Rouge Parish. The last four digits are unique to each parcel that falls within a particular planning district, subarea and lot and blockmap. The next 3 digits (moving right to left) represent the number of the lot and block map in which that parcel falls on. Continuing to the left of the Parcel ID the next 1 digit represents the subarea of that lot and block map containing the parcel.
