What is a Zoning designation?
Zoning can be defined as the range of permissible uses for a piece of property.
Zoning designations are usually a combination of letters, or letters and numbers
(i.e. A1), the definitions of and permissible uses within a particular zoning
can be found in the Unified Development Code (UDC), Appendix H. This is available for purchase in hardcopy form at the Planning Commission or can be viewed online at the City-Parish Planning Commission website. Click here to view UDC, Appendix H.
What is a Council District?
Metropolitan Council District boundaries are based on census information and
change from time to time. There are twelve (12) council districts in East Baton
Rouge Parish and the councilmembers vote on such issues as local sales taxes,
City-Parish finance and budgeting, zoning and subdivision issues, and other
local legislation.
What is a Flood Zone?
Flood zones consist of four (4) different designations based on Federal
Emergency Management Agency (FEMA) flood insurance rate maps.
Flood zones are as
follows:
- Zone A – areas of one hundred (100) year flood, base flood elevations and flood
hazard factors not determined.
- Zone AE - areas of one hundred (100) year flood, base flood elevations and flood
hazard factors determined.
- Zone X5 – areas between limits of the one hundred (100) year flood and five
hundred (500) year flood. These areas may be subject to one hundred (100) year
flooding with average depths less than one (1) foot.
- Zone X – areas of minimal flooding.
What is a Planning District?
The Planning Districts within East Baton Rouge Parish were created during the
inception of the Horizon Plan and are based on census tract boundaries. The
planning districts organize the parish into more easily manageable components
when dealing with development and zoning issues. There are sixteen (16) planning
districts in East Baton Rouge Parish, beginning with districts 1 and 2 covering
the northwest and northeast portions of the parish, respectively and ending with
district 16 covering the most southerly part of the parish.
What is a NAICS code?
NAICS (North American Industry Classification System) codes are six (6) digit,
standardized codes that were created by the U.S., Canada, and Mexico to classify
economic activities in all three countries. Businesses of all kinds are divided
into such categories as agriculture, construction, manufacturing, retail trade,
wholesale trade, public administration, etc. There are twenty (20) different
categories of business that are further broken down into more detailed
descriptions. Each business within East Baton Rouge Parish should be assigned

What does Horizon Land Use (HLU) mean?
Horizon Land Use designations refer to the planned future land use for property
throughout the parish. While these designations do not necessarily prevent other
types of use on a piece of property, they may limit more intense land uses and
affect rezoning applications. If you have any concerns about discrepancies

What does the re-center button do?
By selecting the re-center button and then clicking on any point within the map
view you can effectively ‘move’ the view of the area. When you click on a point
within the map view after selecting the re-center button, you are choosing a new
center for the map view. The map view area can also be moved using the
directions and direction arrows located to the top, bottom, and sides of the map
view.
